The European Council

The European Council brings together EU leaders to set the EU's political agenda. It represents the highest level of political cooperation between EU countries. Established as an informal summit in 1975, the European Council was formalised as an institution in 2009. It ha no legislative power but it is a strategic body that provides the Union with general political directions and priorities. It acts as a collective presidency. The EU Council consists of the heads of state or government of the member state.
